Restrictions
The kiosk only allows you to display Normal restrictions. Custom restrictions aren't supported. Check the restriction's settings to be sure the one you're not seeing has a Restriction Type set to Normal.
You should also check your display options when you edit the restriction. If it's a normal restriction, you'll see the Kiosk option; otherwise, you won't.
Events
If your event is not showing up as an option when trying to add navigation, you'll need to go to the Events area of the form. In the Details tab of the event, make sure Kiosk is selected as a display option.
